National Center for Higher Education Management Systems / A New Look at the Institutional Component of Higher Education Finance: A Guide for Evaluating Performance Relative to Financial Resources. This 2005 paper (revised in January 2007) provides a 50-state analysis of the performance of public higher education systems (student success and research-related results) in relation to state funding.

National Center for Public Policy and Higher Education / Measuring Up 2006. This bi-annual national report card grades state higher education performance in five categories: preparation, participation, affordability, completion, and benefits. The 2006 edition features international comparisons to state and national performance on key measures.

Association of Governing Boards of Colleges and Universities / The Cost Project. The association has launched a major research effort and dialogue on how higher education leaders can control costs and boost productivity while improving institutional quality. Project resources include papers on strengthening board capacity in overseeing costs (authored by Jane Wellman) and engaging boards in conversations about costs (authored by Lucie Lapovsky).

The College Board / Trends in College Pricing 2006. This annual publication provides national and 50-state information and analysis on trends in institutional prices (tuition and fees and other expenses).

The National Center for Academic Transformation. The Center, founded in 1999, has pioneered the Program in Course Redesign (PCR), which works with two- and four-year institutions nationwide to use information technology to redesign learning environments, producing better learning outcomes for students at a reduced cost to the institution. Center resources include case studies on redesign efforts.

U.S. Department of Education / A Test of Leadership: The Final Report of the Secretary of Education’s Commission on the Future of Higher Education. The Commission, formed by Secretary of Education Margaret Spellings in October 2005, issued its findings in September 2006. The panel’s recommendations include a stronger focus on productivity in higher education.

National Conference of State Legislatures / Blue Ribbon Commission on Higher Education. The commission, formed in 2005, issued its final report, Transforming Higher Education: National Imperative, State Responsibility, in December 2006. The report calls on state lawmakers to champion policies that promote increased access, success, and cost effectiveness in higher education, and is available for purchase.
